You can try the snapshot build from here:

https://repository.jboss.org/nexus/service/local/repositories/snapshots/content/org/drools/org.drools.updatesite/6.4.0-SNAPSHOT/org.drools.updatesite-6.4.0-20160120.111205-489.zip

but it doesn't conform to the version numbering scheme defined in https://issues.jboss.org/browse/JBTIS-471
