There's definitely an ant script or something that's running into the stable IS.  It appears this occurred on July 13.  In any event - I've corrected the offending composites.  It has no install effect on 4.4.x because we aren't supplying tooling yet for neon.  I can comment out the 4.4.x/10.x ide-config.properties IS variables if you want - I figured I'd just update them when out Alpha1 is released.  Are you aware of any script/bot that ran recently that might have stumbled into these URLs?
