FYI, [~rawagner] found the code that handles this:
http://git.eclipse.org/c/platform/eclipse.platform.swt.git/tree/bundles/org.eclipse.swt/Eclipse%20SWT%20WebKit/gtk/library/webkitgtk.h#n31

So SWT_WEBKIT2=1 is only taken into account if GTK 3 is used.
