1. works except I can't stop the server if fs operations are used - see JBIDE-22605
7.b) right-click on the PROCESS (not debugger) in debug view and verify you CANNOT terminate the process
 - what do you mean you cannot terminate? I can select Terminate from the context menu and it will mark the server as stopped. But the server is still running on the server, because it's externally managed. Is that what you meant?
7.c) then stop server
 - if by server you mean the server adapter, there is nothing to stop - it was stopped in 7.b)

8. - similar to 7.

11.c) again, there is nothing to stop - the server was stopped by selecting Terminate in the debug view

12.c) same as above

I ran this once with rse + fs operations and once with rse + management.
