So here's my latest suggestion.

Since Teiid Designer 10.0.0.Beta3-v20160218-1807-B4076 is the latest [1] available and is build on Mars, not Neon, I would suggest you add the Birt 4.5 site (and any required other stuff, like Batik) to the JBTIS / JBDSIS 4.3.x /9.x target platforms.

If that's not possible in the short term, then you could simply add the birt 4.5 mirror [3] to the JBTIS EA composite site [1].

Of course you could also use the birt 4.6 bits, but they might not be compatible with Teiid Designer as it's as yet never been built against Neon afaiu.
