Affected functionality caused by the content.xml/artifacts.xml changes NOT being propagated to *.xml.xz files:
* Uncategorized default category appears (when it should be hidden)
* Associate sites are missing (when they should be present)
* 3rd party <references> are present (when they should be removed)
* P2 stats tracker is not enabled (when they should be added)

My PR re-enables all these changes so that the same content.xml and artifacts.xml files are contained in both archive formats.
