For which version(s) of integration stack are these targetting? Is it only for Mars? What about Neon?

There is no automated update for the ide-config.properties file. We update it by hand in github as needed, then push the updated file to download.jboss.org. You have the correct file, but you may need to update it in more than one place since you probably want to update the jboss.discovery.site.integration-stack-sap.url for devstudio 9 and 10, as well as jbosstools 4.3 and 4.4,

If you need to source data from TWO different update sites, then you need a composite update site to merge them into one, which can then be referenced by the jboss.discovery.site.integration-stack-sap.url variable 

But.. 

http://download.jboss.org/jbosstools/mars/development/updates/integration-stack/extras/ currently only lists one child site, http://download.jboss.org/jbosstools/mars/development/updates/integration-stack/extras/jboss-fuse-sap-tool-suite/8.0.0.Alpha1/all/

And there's a stable release site as well:

http://download.jboss.org/jbosstools/mars/stable/updates/integration-stack/extras/
http://download.jboss.org/jbosstools/mars/stable/updates/integration-stack/extras/jboss-fuse-sap-tool-suite/8.0.0.Beta1/all/

Not sure why you guys aren't linking to the newer release. [~pleacu] can maybe explain why the version available in Central for JBT 4.3.x is your 8.Alpha, not 8.Beta. 

So, best person to talk to here is Paul. I'll move this issue to JBTIS for you.
