I suspect the problem is that instead of your job looking for 4.60.0.Final TP, it was looking for 4.60.0.Final-SNAPSHOT.

I wiped the workspace - please submit a change to your PR to make it build again. (Rebuilding a previous PR build does not work for some reason. cc: [~mickael_istria] )
