So this seems to be an issue when launching from cygwin. 

When launching from cygwin,  the environment has no PATH variable, but rather uses the linux-style "Path" environment variable.  My code was pulling a default environment from System.getEnv().get(pathvar)  where pathvar is "PATH" on windows and "Path" on linux. 

This will need to be liberalized on windows to allow checking for both, or possibly to find some way to detect whether the environment is using PATH or Path. 

This issue has a workaround, which is to not launch via cygwin. I'll investigate a patch, but this is no longer a critical.
