None of them is "in use".
When usage of free ports is checked and port forwarding started and stopped, it is working as expected = Start All is enabled again. 
After unchecking the checkbox in the end of previous step and starting and stopping port forwarding, it is still broken and it behaves like described in this issue.
There is no entry in error log.
