Ok here is the scenario with free ports 
ASSERT: Have an OpenShift 3 application
EXEC: Open Port Forwarding wizard.
EXEC: Check usage of free ports checkbox.
EXEC: Start port forwarding.
EXEC: Stop port forwarding.
ASSERT: Start All button is enabled and Stop All button is disabled.
EXEC: Uncheck usage of free ports checkbox.
EXEC: Start port forwarding.
EXEC: Stop port forwarding.

RESULT: Start All and Stop All buttons are disabled.
