If you Help > Install new software > browse to your local composite site, eg., file:///home/nboldt/eclipse/workspace-jboss/jbosstools-github-master/jbosstools-build-sites/aggregate/site/target/composite/ and select the JBoss OpenShift 3 Tools feature, you end up with this:

So... manual install works (and all licenses are correctly shown, too). Doesn't seem to work via server adapter install, however. Also, should the installed entry appear in the list under *Red Hat JBoss Middleware*, or under  *Openshift* ?
