Solved the license and install problems. Here's how:

A. apply this PR [1], then build the openshift update site locally:

B. apply this PR [2], then build the jbosstools-build-sites/aggregate/site locally:

[2] https://github.com/jbosstools/jbosstools-build-sites/pull/232

Then the same steps apply above, starting with the mocked up composite site.
