We have to bump org.eclipse.wst.jsdt.chromuim.* features/plug-ins version to 0.40.0 for JSDT 2.0.

ChDT was re-packaged and updated since it was included into JSDT, but it's still of version 0.39.0. So it's version is to be bumped and version ranges are to be updated for all the dependencies as well.
