Into which version of Eclipse were you installing?

Please use this site:

http://download.jboss.org/jbosstools/mars/staging/updates/ (remove core/<version>)

which includes the target platform deps.

http://download.jboss.org/jbosstools/mars/staging/updates/core/4.3.1.CR1/ does NOT include the target platform so won't resolve all dependencies.
