I see your point. Also according to Eclipse user guidelines:

Use a Browse Button whenever an existing object is referenced in a wizard.

Thus rejecting this one. The case with local template is a bit different because we allow users to browse 2 "different" locations and therefore we have Workspace and File System buttons, what is correct, I think.
