Whichever one was installed last would take effect; then a user could CTRL-3 / CMD-3 and pick a different one if the one that was loaded by default was not the one they wanted to use.

Admittedly it's not a foolproof solution since we'd be contributing up to 5 perspectives for 5 types of users of devstudio (assuming we wanted 5 perspective features).
