The added value would be, if we are ready to drop the requirement for BUILD_ALIAS in bundle qualifiers, that if a component doesn't change we can keep on building it anyway and it won't produce new binary. So
* Less maintenance to enable/disable jobs depending on whether they changed or not
* Less binaries produced => we can hope overall less QE effort & "cheaper" upgrades to prevent from redownloading bundles with same payload.
