It occurs to me that we should also file a bug for vagrant upstream providers on windows:
"On windows, the virtualbox and vmware providers should check if hyper-v is enabled which will prevent the other hypervisors from starting. Vagrant should issue a reasonable error message instead of just failing cryptically on vagrant up."
