This usually happens when running an hosted instance of eclipse. You can use "Support software installation in the launched application" in the launch configuration. http://help.eclipse.org/neon/index.jsp?topic=%2Forg.eclipse.pde.doc.user%2Fguide%2Ftools%2Flaunchers%2Fconfiguration.htm
