None of the Fuse plug-ins bring it in, so I'm wondering if the sonatype stuff comes in from the org.eclipse.m2e project somewhere? 

We can probably do an explicit import of org.sonatype.tycho.m2e in org.fusesource.ide.maven and export it to ensure that it gets pulled in, but this seems like it should be upstream somewhere.
