This is an upstream issue that is related to Eclipse P2.
It happens when a p2 repository is on github and tries to access behind a proxy.
It can be reproduced with the p2 repository - https://raw.githubusercontent.com/bbrodt/jbpm-playground/droolsjbpm-6.3/site
The issue won't happen if you don't use a proxy.
I will enter a bug against p2 and try to create a patch.
