I don't think current renaming of title of this JIRA is convenient. This JIRA was meant to be more rich, to expose not only services to routes but also pods to services or DC, RC... For more reference see https://docs.openshift.org/latest/cli_reference/basic_cli_operations.html#expose or the best is output from "oc expose --help" which contains examples.
