Docker/Vagrant tooling is mirrored separately from the Neon mirrors.

http://download.jboss.org/jbosstools/updates/requirements/docker/

But that said, no one has ever asked for sources, so they're not included.

They're also not included in the site from which we mirror:

http://download.eclipse.org/linuxtools/updates-docker-nightly

So... this is a new request for [~jjohnstn].
