Plugin is in RHSCL, you can see it in dist-git: http://pkgs.devel.redhat.com/cgit/rpms/eclipse-usage/tree/?h=rhscl-2.3-rh-eclipse46-rhel-7

This is of course based on the Fedora package, which you can see in the Fedora dist-git: http://pkgs.fedoraproject.org/cgit/rpms/eclipse-usage.git/tree/
