In that case, the action is clearly changing the [application] front-end, user is not browsing through content, he's intereacting with the front-end.

I invoke [~crobson]! Catherine, can you or someone else from UX please have a look at the screenshot and tell us whether the "Refresh" link is okay here or whether a button would be better?
