So seems i already accidentally committed this.

This basically says to pretend that any new CDK3 runtime that has been located should be marked as existing already if another cdk3 runtime exists, even if it has a minishift location, or if it doesn't. 

While they aren't strictly equal, and this is a bit of a bastardization of the api, it's basically saying this newly discovered runtime isn't new, since we have another. 

If a new one is discovered but has a DIFFERENT minishift path declared, then we'll mark it as new.
