[~lhein] I said "partial collection of the JBT plugins" not "incomplete target file".

We can copy/simplify the code that JBTIS has for creating a .target file which merges jbosstools TP + partial set of jbosstools plugins into the fuse tools github repo, and then you can run that merge/generation any time you want a fresh .target file -- during builds or when doing dev work.

The existing code is here:

I can submit a PR against https://github.com/fusesource/fuseide/tree/master/targetplatform to move the pom and target file to that folder.
