I've got this built from a fork of the R3_8_2 tag. Requires this syntax:

# check out https://github.com/nickboldt/webtools.common.all/tree/R3_8_x
# then build:
mvn clean install -fae  -Pbuild-individual-bundles -Dwebtools.repository=http://download.eclipse.org/webtools/downloads/drops/R3.8.2/R-3.8.2-20170308000057/repository/{code}

http://download.jboss.org/jbosstools/updates/requirements/webtools/eclipse.webtools.common.all_R3_8_x_2017-04-18_22-15-06_7/

Can someone install this and verify it works / avoids the deadlock?
