Just a side comment on this bit:

Not that strongly. PATH is the most important factor but there are more environment variables which affect various scenarios; see /opt/rh/rh-eclipse47/enable. You can get by without scl if you know exactly what and how to set in the specific situation. In general, scl is always the safest way.
