PR to update to RC4 versions of wtp, oxygen, linuxtools; update to RD 2.0.1:  https://github.com/jbosstools/jbosstools-target-platforms/pull/283

We'll likely need a new update for changes to DTP and egit once the Oxygen.2 simrel respin is complete.
