I tried to replicate this in devstudio 10.3.0.AM2, but I didn't succeed. I did try to have a very big deployment, but just including a big file will not make the server start any slower. I guess I would need something that really takes a long time to deploy.
Anyway, I believe your fix is just to use the process check as a default poller, right? I will check this in 10.3.0.GA.
