So I installed a fresh Devstudio 10.2.0.GA and followed
1. Open RH Central
2. Switch to Software/Updates 
3. Check Early Access
4. Switch to Getting Started
5. EA Banner is here
6. Restart IDE
7. *EA Banner is here*
