Fuse tooling fails to install from bundled installer, because it is trying to use a downloaded devstudio jar instead of the bundled one.

I'm suspecting it is due to this line not being called:
https://github.com/redhat-developer-tooling/developer-platform-install/blob/master/browser/model/installable-item.js#L116
because the download routine is skipped all together, because of this:
https://github.com/redhat-developer-tooling/developer-platform-install/blob/master/requirements.json#L97
