* replace hardcoded /qa/tools/opt with COMMON_TOOLS; 
* replace x86 definition of NATIVE_TOOLS with the x86_64 version (since we build on 64 now); 
* bump up to use maven3-latest instead of hardcoding a version; 
* bump up maven tasks to use 3.5.0 (was 3.3.9)
