The way we store certificates was changed completely in JBIDE-24312. We dont use locales any more, we store the raw data. It was not possible to properly migrate the existing (incomplete) certificates to the new facility. We thus decided to use a new storage facility and drop the existing ones. This issue is thus no issue any more.
