Hmm. You should have seen org.eclipse.linuxtools.docker.feature	2.3.0.201704251823, not the 20170307 version.

I see the correct version in the target platform and the latest devstudio CI update site (and the older 2.3.1 in the previous AM3 staging site)...

Yet when I install from that CI update site... 

!install-devstudio1040ga-ci-snapshot-byoe.png|thumbnail! 

... I get this:
