Expose daemon option

with Version 17.03.1-ce-win12 (12058)

we need to "Expose daemon on tcp://localhost:2375 without TLS" to be able to connect to it using the Docker Explorer.

The comment on this option, which is not checked by default, is "Exposing daemon on TCP without TLS helps legacy clients connect to the daemon. it also makes yourself vulnerable to remote code execution attacks; Use with caution."

If not checked:
- in docker explorer there is an endless "pending connection"
- in wizard, when clicking "Test connection", there is a popup HttpHostConnectException (see attachment)
