[~jrichter1]I have created devsuite-installer-rhel-master-build job in CCI for this task.

It currently builds rh-devsuite-1.4.0.TP-RHEL.zip which includes:
1. INSTALL.md - installation guide
2. LICENSE - Apache License v.2
3. rh-devstudio-repo - repository itself

Please try it out. The repo contains unsigned CDK packages for now. Just use --nogpgcheck option when you install rh-devsuite.
