I would check the usage of all these components before removing them from the JBT core and devstudio installer. I would expect both Livereload & Browsersim as popular features. Popular enough to keep them in JBT and devstudio installations by default.
And if you want to move xulrunner to Central then it would make sense to move all JSF and VPE stuff to Central too. And it's probably still used a lot.
