I'm sorry it's taking so long. We still haven't figured out why the tests fail. But I did verify this manually - that devstudio 11.0.0.GA can connect to EAP 7.1.0.CR1 over management api and can deploy and start/stop/poll.
[~pjelinek], maybe that could be enough for you right now to at least proceed with the release? Of course the goal is still to fix the tests.
