Spoke with Jeff today and we decided to update Central to new versions:

* JBDS-4541 update spring IDE to 3.9
* JBDS-4559 eclipsecs to 8.0
* JBDS-4561 subclipse to 4.2.3, svnkit to 1.8.15
* JBDS-4563 add new sonarlint 3.2

Also removed unneeded Orbit IUs (duplicated in JBT TP) - JBDS-4539 

And related - updated mylyn docs to 3.0.18 (in JBT TP) to match version in Fedora/DevTools. JBDS-4566
