You can set `jgit.ignore` to exclude some files from timestamp resolution. There is an example of such setting in https://wiki.eclipse.org/Tycho/Reproducible_Version_Qualifiers .
But in this case, if some jar actually changed, I think it's important to either understand if the change in the jar is "legal" or not and decide whether to pick another more stable version; and if the new jar is actually better, to bump the bundle version as it provides new content.
