[~rpdavis] - My comments in the original ticket were from 2016.  Back then there was an extra step needed because T&Cs weren't being automatically handled.   I think things have changed that new account registrations will automatically flow through the T&C acceptance pages. 

Old accounts (over a year old) may not have agreed to the T&Cs or those acceptances may have expired.  I noticed this within the last few months, but I wasn't specifically testing the process, I was just trying to run CDK/minishift.   From what I recall the CDK download didn't run me through the T&C process for my existing account.

Note: The bit that is special about the CDK is the RHEL VM inside, when you start CDK/minishift, it needs to be able to register the RHEL VM with RHCP in order to download software.  The registration process is being handled inside CDK/minishift so the user isn't running a browser to be able to just accept the T&Cs at that time.
