Doesn't it need to have all the layers, like https://raw.githubusercontent.com/jbdevstudio/jbdevstudio-product/master/installer/src/config/resources/icons/devstudio.ico does? 

Anyway, I've cobbled one together from the other artifacts you gave me. Resulting 4-layered image here: 

https://raw.githubusercontent.com/jbdevstudio/jbdevstudio-product/master/installer/src/config/resources/icons/uninstall.ico

Hopefully that's all I need to close out this JIRA. Waiting for feedback from Jeff on the PR to remove the theme.
