Installation works against Photon / egit 5.0 using devstudio 12.0.0.GA snapshots update site. See JBDS-4708 for steps to reproduce. 

(Note that the Mmrroring steps in the original description have been removed because we don't yet have confirmation from Legal that we are permitted to redistribute. So instead we'll just link to upstream remote site. Should PM decide we want to mirror & redistribute too, we can open a new issue for that, to be fixed in a future release.)
