Note that the Tip of the Day is included OOTB in Eclipse Photon.0.RC4a already, and it's NOT enabled as an in-your-face popup. You can find it from Help > Tip of the Day (not to be confused with Help > Tips and Tricks).

So... do we really need/want to add this to the devstudio product INSTALLER? 

If I do nothing, people who install devstudio from Marketplace or via the devstudio update site will get access to this. Only those customers using the installer won't see the Tip of the Day... but they also don't get access to the Eclipse Marketplace client, so we're already providing a simpler/pared down experience -- intentionally so.
