Changed today - remove these 2 IUs.
* org.apache.commons.logging 1.2.0.v20180409-1502 and
* org.apache.commons.codec 1.10.0.v20180409-1845
Thus we no longer have 2 versions of these. Instead just include these 2:
* org.apache.commons.logging_1.1.1.v201101211721
* org.apache.commons.codec_1.9.0.v20170208-1614
Building this change:
