having jars provided by fragments on m2e.maven.runtime would be nice. it would allow to allow to provide additional libraries to the embedded Maven runtime.

This is something that we are used in OSGi world.

it allows also to provide a workaround to https://bugs.eclipse.org/bugs/show_bug.cgi?id=536402 awaiting for CQ approval https://dev.eclipse.org/ipzilla/show_bug.cgi?id=16835
