Using Eclipse 4.8 (20180226-2139_eclipse-jee-photon-M5-linux.gtk.x86_64.tar.gz) and JBT staging site, I get this remediation issue:

Cannot complete the install because of a conflicting dependency.
  Software being installed: Mylyn Context Connector: Plug-in Development 3.23.0.v20170411-2108 (org.eclipse.mylyn.pde_feature.feature.group 3.23.0.v20170411-2108)
  Software currently installed: Mylyn Context Connector: Java Development 3.24.0.v20170629-2230 (org.eclipse.mylyn.java_feature.feature.group 3.24.0.v20170629-2230)
  Only one of the following can be installed at once: 
    Mylyn Context Connector: Java Development 3.24.0.v20170629-2230 (org.eclipse.mylyn.java_feature.feature.jar 3.24.0.v20170629-2230)
    Mylyn Context Connector: Java Development 3.23.0.v20170411-2108 (org.eclipse.mylyn.java_feature.feature.jar 3.23.0.v20170411-2108){code}

So we probably have to pull a newer version of mylyn into the TP. Or I should have tested with Eclipse 4.7.3 instead of 4.8. 

Remediation does not occur with this Eclipse build:
